Frances Arnold Ellis deeded the land to the City of Greenville in 1992, and Neighborhood Arnold Park was built shortly after with colorful metal playground equipment (which was very popular in the 1990s early 2000s). Since then, a new playground was built in 2016, with more modern materials and mulch surfacing to keep the children safe.
The Park Street Historical Association donated a substantial donation in 2020 towards the construction of a Dog Park, which opened in January 2021.

In the early twentieth century, William E. Graham platted wooded land in the north area of Greenville for the Graham Addition. When his son, Richard Graham, died, he inherited the estate, and 10 acres were set aside for a public park to be named after him. In 1909, the city bought the park and kept the name Graham Park. Graham Park has served a variety of purposes over the years, including a zoo, a railway stop, and an outdoor pool. With the support of a Texas Parks and Wildlife 1 million matching parks and open space budget agreement, new restrooms were installed in 2007 and the playground was replaced from the old metal playground equipment in 2012.
