With a fence around the perimeter, the park is split into two sections: large dogs and little dogs. Thousands of people displaced by a deepening national depression turned this land into a makeshift tent city after the discovery of oil here in the 1930s. In 1934, city officials decided to focus an ambitious public works program on this site in order to restrict expansion. The park project was influenced by the planning and forethought of other Federal "New Deal" projects in Kilgore at the time, which involved considerable rock construction (Kilgore Public Library and Kilgore College Administration Building). The park was completed about 1936. City Park now has a skate park, a splash pad, pavilions, an amphitheater, horseshoe pits, and picnic areas."
