The Maryville-Alcoa-Blount County Parks and Recreation Commission is a joint venture between the three governments, as allowed by the Inter-Local Cooperation Act 12-9-101 and 11-24-101, which provides for recreation services. The Commission was founded in 1970 and is Tennessee's first cooperative venture of its kind.
