The QCAWC's goals are to run a refuge for stray animals, administer a spay and neuter program, and spread humane awareness.

A private non-profit group called QC Paws (Pets Are Worth Saving) exists solely to meet the needs of the animals at the Rock Island County Animal Care & Control Shelter.
