The Neighborhood Services Department of the City of Lancaster includes Lancaster Animal Services. Animal Services works to safeguard the welfare, health, and safety of both people and animals in the neighborhood.

Our goal is obvious. to save adoptable animals from high-kill shelters that are about to be put to death. They may have been dumped off by the side of a cold, dark road, lost, or picked up by shelter staff for a variety of reasons, including abuse, homelessness, or abandonment.

The Lancaster County Animal Shelter's main duty is to care for and house abandoned and stray animals. An animal becomes the property of Lancaster County and is made available for adoption to animal rescue organizations and the general public if it is not claimed following a 5-day stray hold. If your animal is brought to the shelter, there is a reclaim fee. To adopt from the shelter, you DO NOT need to live in Lancaster County.

In January 1999, Operation Scarlet was granted non-profit status. All gifts to Operation Scarlet, a 501(c)(3) nonprofit, are tax deductible. The group has saved more than 1,500 Shar-Pei dogs so far.

Four people—Joyce Rupp, Penny Jordan, John and Connie Kondravy—were active at the Lancaster County Humane League in 1983 as board members or volunteers. They came to the conclusion that someone needed to offer a 24-hour service to assist the sick, injured, and trapped animals as they learned more about the need of the residents and animals of Lancaster County.

Through its collaboration with Pets for Patriots, Lancaster Center for Animal Life-Saving promotes dog and cat adoptions to veterans.

The Lancaster Center serves as a community hub and is committed to reuniting missing pets with their owners, finding new homes for adoptable pets, and offering low-cost services to the neighborhood.
