S.O.A.R., a 501(c)(3) non-profit, no-kill animal rescue that was established in 1992 by Jeannine Friday Bicknell, relies entirely on the financial contributions of our kind sponsors as well as the time and labor of our devoted and steadfast volunteers.

Our objectives are to build community partnerships to support responsible pet ownership, reduce domestic pet overpopulation through spay-neuter programs and education, and find a wonderful, loving home for every adoptable dog or cat.

By enforcing state laws and local ordinances, Onslow County Animal Services works to safeguard the health and safety of county citizens, assure the humane treatment of animals, offer temporary sanctuary to stray and surrendered animals, and encourage responsible pet ownership. Adult cats that were previously abandoned have a place to roam and play at CAPS. They can find beautiful forever homes and leave the shelter if given the chance for their true feline selves to show.
