The Maryville-Alcoa-Blount County Parks and Recreation Commission is a joint venture between the three governments, as allowed by the Inter-Local Cooperation Act 12-9-101 and 11-24-101, which provides for recreation services. The Commission was founded in 1970 and is Tennessee's first cooperative venture of its kind. The Commission is made up of seven members, two from each of the six governments and one from the general public. This is an administrative board tasked with appointing a full-time Executive Director. Employees are supervised and protected by a personnel policy manual and job categorization system, and the Commission functions under its own bylaws. There are 20 full-time employees on staff, as well as a number of permanent part-time and seasonal part-time workers.
