Carol C. Ballard gave a thirteen-acre plot of open space to the City of Newport in 1990, naming it Ballard Park "for the enjoyment of all Newport citizens." Carol envisioned the site as an outdoor laboratory for local schools as well as a place for the community to connect with nature.
