To minimize the overpopulation of cats and dogs in Jo Daviess county, Safe Shelter's objective is to provide a temporary haven and treatment for adoptable dogs and cats, place them in suitable homes, raise awareness of the humane treatment of animals, and encourage spay/neuter programs.

The Jo Daviess County Animal Control Department investigates reports of stray dogs, gathers strays, and looks into abuse and neglect allegations in the County.

The police and sheriff's offices, veterinarians, Freeport Animal Control, and Friends Forever Humane Society collaborate with Stephenson County Animal Control.

Until they are adopted into loving, permanent homes, stray and abandoned dogs and cats are housed and cared for at Happy Tails, a limited-admission no-kill facility. We support humane education and pet adoption.

Our mission is to care for and offer temporary refuge to stray and abandoned dogs and cats. Our organization is run by a small but devoted staff as well as devoted volunteers.
