A non-profit group called the Whidbey Animals' Improvement Foundation (WAIF) was established in 1990 with the goal of aiding the stray pets on Whidbey Island. In the interim, until loving homes can be found for the animals, WAIF is committed to giving displaced pets food, shelter, veterinary care, and love.

In order to carry out our purpose, we inform the public about the value of spaying and neutering, provide referrals to reasonably priced clinics nearby, and encourage owners of returned animals to microchip their animals by highlighting the benefits of doing so. By providing aid with pet food and/or supplies from our designated food bank supply, we assist people in keeping their pets rather than being forced to surrender them. Animals are not given a time limit at our shelter. They are welcome to stay here for as long as they need to, even though we work hard to find them permanent homes as soon as possible. According to CASA, every animal is significant and merits the extra effort.
